§ 14-21. Organization of trash for collection.

  • (a)

    Trash shall be placed at the curb in orderly, accessible stacks or piles to facilitate removal of same. Tree limbs, small trunks, hedge and shrub cuttings shall not exceed three (3) feet in length or exceed two (2) inches in diameter per limb, branch or trunk and shall be tied in bundles not to exceed fifty (50) pounds in weight each and shall be limited to one (1) bundle per scheduled collection.

    (b)

    All containers shall be placed at the herein above-prescribed locations not later than 7:45 a.m. on the day of scheduled collection. It shall be unlawful for any customer to place any containers of garbage or household trash at said location prior to the day of scheduled collection.

    (c)

    It will be the duty of the person, businesses, institutions and organizations to place or discard solid waste generated into an approved container. It shall be unlawful to pile or stack solid waste on top of the container and/or around the container. Violators will be subject to a fine for littering or creating an insect and/or rodent vector.

    (d)

    This section applies to normal residential waste (commercial waste does not apply).

    (1)

    Special collection. Residential customers may have extra item(s), that are not picked up with regular garbage collection, picked up by requesting a special collection. The fees for special collections will be billed based on the amount of waste collected. The amounts are based on a half-truck load (up to eight (8) cubic yards) and a full-truck load (eight (8) cubic yards to fifteen (15) cubic yards). Construction waste materials shall not be included in special collections unless the director of environmental health determines the waste materials can be handled through the special collection.

    (e)

    Special collections, that are in addition to regular scheduled pickups and ordered before noon on the day requesting the pickup, and requested by a business or commercial establishment, will be charged on their next regular billing cycle. The fees will be based on the type and size of the container being serviced. A fee schedule for special collections will be kept on file with the environmental health department and on file in the office of the city secretary.

    (f)

    All business and commercial establishments shall provide adequate access to garbage containers and dumpsters. The city will not be responsible for repair of private property such as driveways, culverts, parking lots, etc., necessary to service account.

    (g)

    It shall be unlawful for any person to park a motor vehicle in front of commercial garbage or refuse containers. It shall be the responsibility of the person, business, institution, or organization to provide adequate access to containers. If containers are inaccessible then pickup of the container will not be until the next regular schedule pickup day unless request for an extra pickup is made and fee will be as described in section 14-21(e).
