§ 19-54. Camping, travel trailers.

  • (a)

    Generally. Camping or travel trailers will be allowed for temporary occupancy in mobile home parks, but any lots upon which travel trailers are placed must conform to mobile home lot requirements. No camping or travel trailer may be placed in a mobile home park for over seven (7) days out of any period of thirty (30) consecutive days. The owner of the mobile home park shall keep a record book showing the day and time of arrival of each travel trailer, the license number, the owner or resident of the trailer, a description of the travel trailer, and then upon departure, showing the date and time of leaving. Entries shall be made in this book promptly upon arrival of each travel trailer, and these books shall be open to inspection by officers of the city at any time. Special camping or travel trailer or recreational vehicle parking areas with central dumps for sewage, etc., without the necessity conforming with all mobile home lot requirements for each trailer, may be provided in mobile home parks, but only with the approval of the city council for the specifications of each area. Special camping or travel trailer or recreational vehicle parking areas shall be subject to the requirements for record books and length of stay.

    (b)

    Travel trailers for longterm residence. Travel trailers meeting the following definition:

    any portable structure built on a chassis, designed to be used as a temporary dwelling, and to be towed behind a motor vehicle, being either of a gross weight of not more than four thousand five hundred (4,500) pounds, or an overall length of not more than thirty-five (35) feet, or an overall width of not over eight (8) feet,

    may be used for longterm residence in mobile home parks under the following provisions:

    Application for use of designated lots in a mobile home park for longterm residential use by travel trailers shall be made to the planning and zoning commission; after public hearing before the planning and zoning commission, and the city council, the city council may approve said use for designated lots by granting a special use permit. The travel trailers must meet all mobile home requirements, except for size and type of structure. Special use permits shall be granted on an interim basis in order to fill unusual housing needs in the community, and they may be reviewed by the city at any time and, after public hearing, revoked at the discretion of the City Council, with a ninety-day grace period for removal of travel trailers.
