§ 24-27. Duties and functions.

  • The planning and zoning commission shall be responsible for, and is hereby authorized to act as follows:

    (a)

    Perform all functions necessary to carry out the intent of articles 1011a and 1011j, Revised Civil Statutes of the State of Texas and any subject amendments thereto relative to the preparation, adoption and amendment of a comprehensive zoning ordinance for the city, including the conduct of public hearings related thereto;

    (b)

    Perform all functions related to the review and approval of subdivision plats which may be assigned to the planning and zoning commission by the statutes of the state and/or ordinances or charter of the city;

    (c)

    Prepare or cause to be prepared a comprehensive plan for the physical development of the city and its environs, including, but not limited to:

    (1)

    Land use and zoning;

    (2)

    Thoroughfares and transportation;

    (3)

    Parks and school sites;

    (4)

    Public buildings;

    (5)

    Housing and neighborhood improvement;

    (6)

    Drainage;

    (7)

    Utilities and services;

    (8)

    Municipal expansion and annexation;

    (9)

    Slum clearance and blighted areas;

    (10)

    Parking and use of streets and alleys.

    (d)

    Adopt with the approval of the city council, the comprehensive plan as a whole or as individual parts thereof, and to be the custodian of the comprehensive plan and all parts thereof. The adoption of any portion of the comprehensive plan shall be by resolution carried by the affirmative votes of not less than a majority of the commission. Prior to initiating action on the adoption of any part of the comprehensive plan, the planning and zoning commission shall refer the plan to the city council for concurrence and comment. The city council may by resolution recommend the adoption as submitted or with changes, of the comprehensive plan or any part thereof by the planning and zoning commission;

    (e)

    Recommend and advise the city council on matters involving the physical improvement of the city.
