§ 33-89. Definitions.

The following definitions apply in the construction of this article:

City engineer. The City Engineer of the City of Waxahachie or any representative of the city designated by the city manager to perform the functions required by this article.

Developer. Any individual or company who seeks to make any manmade change to improved or unimproved real estate, including but not limited to, buildings or other structures, paving, drainage or utility improvements.

Developer's liability fee. A charge made against the property owner of abutting water and/or sewer mains receive service to pay a previous developer a proportionate part of the cost for extension of water and sanitary sewer mains as provided for in this article.

Off-site mains. Lines required to interconnect property being developed with existing water and sewer systems.

On-site mains. All water and sewer main required within a subdivision.

Oversize line. Any water or sewer line larger than twelve (12) inches in diameter.

Pro rata. A charge made against the consumer or property owner to receive service to pay the city for the use of existing water and sanitary sewer mains as provided for in this article.
