§ 33-121. Water and wastewater advisory committee.

  • (a)

    Appointment. The city council shall appoint a board to be known as the water and wastewater advisory committee:

    (1)

    The board shall be composed of seven (7) voting members and four (4) advisory members. The board members shall serve without compensation.

    (2)

    The water and wastewater advisory committee shall be organized by electing one (1) chairperson and one (1) vice-chairperson. The officers of said board shall serve for one (1) year until their successors are elected and qualified. The provision shall not operate so as to extend the term of any board member.

    (3)

    The water and wastewater advisory committee shall hold meetings as may be determined by it, and may set regular meeting dates as frequently as said board may so desire. The board shall meet at least once quarterly. Special meetings may be called for the transaction of any business, and a quorum of the voting members of the board shall consist of four (4) members. All meetings shall be public, but said meeting place may be designated by the said board.

    (4)

    The water and wastewater advisory committee members shall serve for a term of three (3) years, with the exception that for the inaugural committee, the city council shall appoint four (4) members of the voting members to a term of four (4) years and three (3) of the voting members to a term of three (3) years.

    (5)

    Should a vacancy occur on said board, the city council shall appoint a successor for the unexpired term.

    (6)

    The city council may remove from office any member of the board for any cause deemed by the council to be in the best interest of the city.

    (b)

    Purpose.

    (1)

    The water and wastewater advisory committee shall provide strategic direction to the city council as it pertains to the growth of the wholesale water customer base, securing additional water rights, and the planning for both the water and wastewater system to meet these needs.

    (2)

    The water and wastewater advisory committee shall foster a cooperative relationship with the Rockett Special Utility District Board of Directors and initiate joint planning to attract wholesale water customers and for the betterment of both water systems.

    (3)

    The water and wastewater advisory committee shall develop strong working knowledge on the water and sewer systems of the city as well as the regional and state water plans.
