§ 14-25. Fees.

  • The fees to be charged by the city for the collection, removal and disposal of garbage, trash, and residential curbside recycling shall be as determined by the city council based on the contracted rate provided by the contractor to the city and increased annually according to the Consumer Price Index (CPI). A listing of these rates and fees will be held on file with the environmental health department and on file in the office of the city secretary. Residential dwelling units which are served with city water service shall be responsible for the billing, charges for garbage, trash, and recycling and shall be billed with the monthly water bill for such services. Those residential dwelling units who are not served with city water service, but are located within the jurisdictional city limits shall be billed separately for garbage, trash, and recycling service. Commercial and industrial customers will be billed through the contractor for the appropriate services requested by said commercial and industrial customer.

    (a)

    Residential rates. Fees include twice per week collection, including the charge for two (2) boxes of garbage bags per year. The charge shall be mandatory. Bags will be distributed one (1) time a year to residents.

    (b)

    Senior citizens discount . Each resident who is age sixty-five (65) or older qualifies for a one dollar and ninety cents ($1.90) discount on their monthly bill. The resident must show a valid photo ID that states their date of birth.

    Multiple unit rates.

    (1)

    Residential. Customers occupying multiple residential units on one (1) water meter (such as duplexes, triplexes, etc.) will be charged per unit, this includes the charge for two (2) boxes of garbage bags per year. The charge shall be mandatory, with bags to be distributed the same time as single residential units (one (1) time per year).

    (2)

    Commercial. Any person, business, institution, or organization that occupies more than one (1) establishment on one (1) water meter will be charged at least the minimum hand collection charge per unit.

    (d)

    Residential curbside recycling rates. Fees include charge for once per week collection and the container for depositing the recyclable items. A charge of ten dollars ($10.00) will be charged to replace recycling container.

    (e)

    Commercial and industrial customers. Commercial and industrial collection will be billed according to the type of services requested. All fees associated with the requested service will be included in the charges.
